Fully migrate new jet config to FlowElements

This completes the migration of the new jet configuration to use FlowElements for all standard PFlow applications. Previously the default PFlow jets and constituent modifications were configured to use the old xAOD::PFO EDM.

This will probably cause 1 or 2 DQ-related CI tests to fail. If so it's because the reference input ESD files are old ones which still contain xAOD::PFO instead of xAOD::FlowElement. Once we determine what needs updating, we'll then look into creating new files and the CI can be updated to point at them. After that goes in, we can re-run the CI here to ensure it's all good before merging this.
