Remove all references to TriggerTowerMaker: obsolete

Various other bits of Run-1 L1Calo code are gone, and this was holding up ATR-21865. Not as comprehensive as my last attempt (!43595 (closed)), which would probably be worth revisiting.

Note that the bits of EventOverlayJobTransforms that I removed would not work anyway since they were importing already deleted algorithms.
