EventBookkeeperTools: Get input stream name from FileMetaData

Frank Berghaus requested to merge berghaus/athena:CutFlowSvc_use_FileMetaData into master

EventStreamInfo is empty for event-less files. That means CutFlowSvc had to assume event-less files are the correct format. The FileMetaData does contain the pertinent information event for event-less files --- as long as the file was produced by a job removing all candidate events. This should be a proper fix for ATEAM-757.
