Reading TOB jFEX jet thresholds from the Tigger database

Sergi Rodriguez Bosca requested to merge serodrig/athena:jFEX_Read_DataBase into master

Removing the hard-coded values used in the jFEX tob jet algorithms, instead those values are now get from the L1Calo database. The tob tau threshold is still pending since it is not implemented yet (now commented out).
