NSW bytestream decoders

This is the first working version of the sTGCs and Micromegas bytestream decoders for raw-data readout. The sTGC pad-trigger data decoder has yet to be finalized. After discussion with the group NSW software group, we believe that this is the right time to perform an integration step.
