Hi,

this MR comprises the following changes:

Update of the conditions tags
Fix naming bug of CSCPrds in NSWPRDValAlg + switch to Gaudi::Property
Include the CSC_PRD_Decoder to extract the Identifiers from the CSCRawData objects properly.
