LArHV: Rename getData() -> getDataSim().

Scott Snyder requested to merge ssnyder/athena:getDataSim.LArHV-20210821 into master

Rename the argumentless getData() methods of the HV managers to getDataSim, to emphasize that they are for use only by simulation (since they don't handle conditions changes).
