Draft: ITk tracking material map generation utilities
This MR aims at providing the necessary configurations to generate new ITk material maps, using the CA-based configs required to set up the ITk geometry. This would replace the 21.9 jobOptions GeantinoMapping_ITk_jobOptions.py and MaterialMapping_ITk_jobOptions.py
The first step can be now configured with the following postInclude in a Sim_tf job --postInclude TrkG4UserActions.MaterialStepRecorder.
