Adding ath pool converter to complete rdo converters

Alexander Leopold requested to merge atlas-hgtd/athena:hgtd_rdo_athpool_cnv_21p9 into 21.9

To write the RDOs to file, these AthenaPool converters are needed in addition to the other TP converters.
