MuonIdHelpers: Add maxNtubesPerLayer constant for central usage later in the code base

Hi,

this is a very simple change and marks the first step in ATLASRECTS-5792 to centralize the definition of tubes per layer for better maintainance. I think the best suitable place here is the MdtIdHelper which was initially proposed as well.
