Run3 muon menu migration with new naming convention (ATR-23227, ATR-23229, ATR-21003)

Rename all muon trigger chains to using new naming convention:

  • MU4->MU3V
  • MU6->MU5VF
  • MU10->MU8F
  • MU11->MU8VF
  • MU20->MU14FCH
  • MU21->MU14FCHR

Also, fix #bit for high-pt thresholds.

Tagging @nakahama @cdiez @lyubushk @abarton. All muon chains are going to change name so please update your monitoring configuration accordingly. We plan to activate this MR on Tue 7th

  • double check correct implementation of MU0
  • fix muon inputs to L1Topo decision algorithms
  • addition of new L1Topo algorithms with charge cuts
  • complete migration of L1Topo trigger line names
