HLT Track isolation fix

Fernando Monticelli requested to merge fernando/athena:TrackIsolationFix_z0EleTrack into master

This is a fix to the Track Isolation at HLT. Discussed previously in !45759 (closed) on which the primary vertex estimator used as input to the track isolation tool is taken from the vertex of the electron candidate track.

We aim for this to be included by the 14th validation round
