TCT: Removing unneccessary tests and updating contionsTags

There are many tests which are not needed in the Run2 Reprocessing (they are disabled currently). this MR removes entirely those tests.

Additionally this MR updates the conditionsTags to the latest recommended versions. It should fix the crash in TCT test test_mc20e.
