Updates of Simulation codes for HepMC3 compatibility.

@jchapman , here is the implementation of the codes you have copied from v21.0 for HM3 branch.

The HM2 codes in TruthClosureTest are basically rewritten completely, as the semantics differs a lot. The resulting code looks much nicer.
