HGTD PRD formation algorithm

Alexander Leopold requested to merge atlas-hgtd/athena:cluster_maker_algo_21p9 into 21.9

This algorithm calls the tool building HGTD_Clusters out of HGTD_RDOs (SinglePadClusterTool) and stores the containers in the event store. The algorithm should be scheduled before the reco (track extension) to prepare the input for that step.

I would be happy about some feedback on the part recording the container to eventstore (not sure if what I did is all that is needed?). Thanks!
