VP1: Add ability to filter tracks by detector element identifier.

Added the ability to cut on detector element i.e. only show tracks which contain a trackstateonsurface with that det element.

Also reduced some very verbose debug messages, and added more to track this development.

Also fixed ATLASVPONE-529
