New DQegamma configuration for 22.0-MC20

This is the MR for the DQegamma code (monitors + webdisplay configuration) based on the head of 22.0-MC20. The branch to be merged also implement a bug fix in the way few histograms were filled. This code is expected for the reprocessing so it is an urgent MR.
