Share common configuration between G4AtlasAlg_Skeleton and ISF_Skeleton

There was previously a lot of repeated configuration between the G4AtlasAlg_Skeleton and ISF_Skeleton. This merge request factors it out into one shared configuration module which can be used by both. This will also be useful when implementing ReSim_tf.py configuration in master.
