Adapt SiHitAnalysis and associated configuration to handle HGTD hits

This MR ports the changes made to SiHitAnalysis in 21.9 (!41086 (merged) + !44248 (merged)) as well as adds the associated HGTD configuration fragments, building on top of the modernisations introduced by @tadej in !43526 (merged).

Tagging also @cohm and @aleopold for info.
