Remove the timeJitter method in sTgcDigitMaker

Chav Chhiv Chau requested to merge chchau/athena:delTimeJitter into master

timeJitter provides an incorrect description of the sTGC time response. It is replaced by a more detailed model that parametrizes the time as a function of the distance between a track and the nearest wire, see merge request !46472 (merged). So timeJitter is not used anymore.
