Fix bug in MergeTruthJetsTool where only the first event from each bunch-crossing was checked.

John Derek Chapman requested to merge jchapman/athena:MergeTruthJetsToolFix_22.0-mc20 into 22.0-mc20

This one is needed for the Presampled RDO production for the Run-2 Reprocessing.
