TrkTrack+TRT_SegmentToTrackTool+TrkMaterialProvider: Remove non-const trackStateOnSurfaces.

Remove non-const trackStateOnSurfaces. Adjust a few dependent packages to avoid using it. Temporary(?) change to try to track down ATLASRECTS-6331.
