further work on L1 configuration (ATR-21235, ATR-23596)

  • fix etaBoundary for jTE
  • set ptMinToTopoMeV and ptMinxTOB parameters for each jFEX module
  • change name for eTAU isolation variables to rCore and rHad as requested by L1Calo
  • set max Et value for jJ and jLJ to 14000GeVMeV/200 as needed by L1Topo simulation @cmorenom
  • conversions of fw to float values for isolation cuts in eFEX and jFEX

TODO:

  • ptMinToTopoMeV and ptMinxTOB parameters for each jFEX module need to be used in jFEX simulation @afaulkne @serodrig
