TCT: Updating q221 and q440 to ignore some branches for the comparison

This MR makes three updates for the TCT tests:

  • ignoring leaves (.*)HLTNav_Summary_OnlineSlimmed(.*) for the diff-root comparison as discussed in ATR-24119
  • updating the preExec for q221 to fix the PhysVal error reported in ATR-24140
  • removing file test_q221_mp.sh which is now outdated and not needed anymore
