ITk conversion reconstruction 1/2
This MR is a first step towards the integration of the calo ROI-based ITk photon conversion reconstruction from 21.9. It introduces in particular a new config for the RegionSelector tool for ITkStrip, making optional the use of cabling information for ITk in the InDetRegionSelector condition algorithm, consistently with 21.9. Further investigation is still needed for this reco mode to run successfully but this is definitely a step in the right direction.
