ByteStreamCnvSvc: Set the ProccessTag of the input DataHeader

During the investigation around an unrelated ticket (here) I noticed that the ByteStreamEventStorageInputSvc was not setting the ProcessTag field when generating the input DataHeader. This has no effect on the ticket, but should be set for consistency.
