Draft: Egamma Offline Monitoring: moving the cpp chain parser to python side to avoid future bugs

Since we have many bugs and some difficult to parser chain names in c++ side, this MR will port everything to python side. The chain parser will be integrated with the Menu chainDict to avoid bugs. To introduce the information into the c++ core, we used a Propert<vector>.

We clean-up the code too.
