Add migrated monitoring algorithm for CMX to L1Topo legacy transmission

This adds a run2-to-run3 migrated algorithm to monitor the transmission of trigger objects (TOBs) from CMX to L1Topo legacy. Not all histograms are yet migrated, but the most important one that validates the CMX-L1Topo TOB consistency is included. This was used for the L1Topo DQ green flag in the monitoring during run2.
