TileMonitoring: Migrate Tile digits monitoring for Run3

New TileDigitsMonitorAlgorithm has been added to monitor Tile digits in calibration runs for run 3.

Functionality has been copied from TileDigitsMonTool.

Configuration of Tile digits monitoring algorithm has been added for run 3.

Test of Tile digits monitoring has been added.
