TileMonitoring: Add possiblity fill Tile monitoring histograms for individual E cells

Tile cell monitoring algorithm for Run 3 has been modified to add possiblity to fill histograms for individual Gap Scintilators (E1-E4) with energy distribution. This possibility is switched off by default, it will be used to check new Gap scintilators.

Tile bad channel tool has been removed, since it is not used anymore here.
