Configuration of features of interest
This MR replicates (with the possibility of extending) the functionality of the previous version of the converter. Namely, now collections of interest can be configured. Only those collections will then be used when making links to features from Run 3 nvigation.
So there is new property added, CLID service to convert from coll type name to CLID and a helper to query that information.
