remove unused TrackEnergyInCaloTool

In the context of ATLASRECTS-5012 looking at possible usages of CaloDetDescrManager and its retrieval https://docs.google.com/spreadsheets/d/1buz35Fn8_jzMwGxqzP_NAGML65ppgE0Fc83u1pPMVD0/edit#gid=0

it seems that the TrackEnergyInCaloTool is not really used (the DepositInCalo and others are used)

Rather than trying to migrate it remove it.
