Add compression of featureless proxies

Adds merging of featureless proxies that are surrounded by featured proxies Tagging @wprzygod & @tamartin

BTW. In my tests, I have not encountered situations where is it needed. It needs to be expanded maybe. All the cases that I have seen are featureless ConvProxies that point to entirely "orphanted" TEs. Soon, will be able to see which chains they refer to. I bet for MET chains.
