Add structure and draft version of tau CA job config

Start of update of tau job options to use new Component Accumulator and CompFactory. The structure of the new scripts is set up. They are implemented as new files, to ensure that this will not interfere with the old config for now. This merge is so that the code so far can be seen by others to provide input.

The algorithms have the correct initialisation and tools set. There current issues are with the configuration, there are still services and conditions that are missing.
