TrigPassBits CLID validity check in TrigBphysMonitoring

To fix ATR-24344, we add a check that CLID of the retrieved TrigPassBits container is non-zero. If it is zero, it will ignore the TrigPassBits completely and use all combinations for the monitoring (it is better than have the monitoring completely broken).
