Generators: revert to 2.2.11, support both interfaces

Christian Gutschow requested to merge cgutscho/athena:sherpa_i_dual into 21.6

This MR is to revert back to Sherpa 2.2.11p4 on 21.6, along with an attempt to flip between the 2.2.x-style and 3.x-style Sherpa_i interfaces by commenting in/out the #define IS_SHERPA_3.
