Flip ACTS Endcap Volume setup for ITk outer pixels

Adjust the way the ITk outer endcap disks are grouped into volumes to improve material mapping.

Also:

  • Adds an if-check around another spot where OBJ output is written
  • Makes the layer envelopes configurable in ActsLayerBuilder
