LArAlignCondAlg downgraded from AthReentrantAlgorithm to AthAlgorithm

Vakhtang Tsulaia requested to merge tsulaia/athena:master-laraligncondalg into master

This is required to address random crashes observed in tests that run with runHLT_standalone.py. See, e.g., ATR-24343 and ATR-24282

This MR also includes a bugfix in LArAlignHelper::applyAlignments(). Addresses ATLASRECTS-6620 and ATR-24357
