replace exception with warning and early exit from loop. Bugfix tested in release,RunTier0Test passes q431; q221 has leaves differing due to HLT Navigation, and warnings differing due to TriggerMenuMetaDataTool... both are unrelated to this MR.

It should solve ATLASRECTS-6625.
