include TheP8I in Herwig7 cmake configuration

TheP8I package is needed to use the Pythia8 hadronisation model for Herwig7. In this MR the package is requested in the Herwig7_i/CMakeLists.txt through a TheP8IEnvironmentConfig.cmake file.
