Extend jet preselection eta specification capability, fix some other chains

Attn @valentem, @ayana, this MR allows jet preselection expressions to specify non-default jet eta ranges (I did not allow a b version):

• j: 0eta320 -- default
• c: 0eta240 -- central (maybe use with caution)
• f: 320eta490 -- forward
• a: 0eta490 -- all eta This allows a handful more chains to have calo preselection applied, mainly low-pt bjet ones.

Verified to run successfully, but needs reference updates.

Includes a handful of label fixes. @aakilgal please use DevGroup for your test chains until you have a well defined primary candidate.
