ZdcByteStream: MT fixes for ZdcL1CaloErrorByteStreamTool.

Make the data held by ZdcL1CaloErrorByteStreamTool slot-specific, and make the interfaces const.

This is kind of an ugly hack (same as L1CaloErrorByteStreamTool). The tool should eventually be rethought.
