Draft: Migrate TrigCaloDataAccessSvc to reading CaloDetDescrManager from Conditon Store

Closed Vakhtang Tsulaia requested to merge tsulaia/athena:master-trigcalodataaccesssvc into master

Also added a dependency on CaloDetDescrManager condition object to all clients of the TrigCaloDataAccessSvc to avoid crashes in various jobs.

This is part of the ongoing migration of all clients of the CaloDetDescrManager
