HGTD FrontEnd Tool

This draft aims to integrate the already existing HGTD digitization code (contains pulse simulation and luminosity dependent resolution smearing functionality) so that the code can be refined into HGTD FrontEnd Tool and used by HGTD Digitization Tool to properly model the time resolution of LGAD.
