Simulation campaign configuration

Tadej Novak requested to merge tadej/athena:sim-campaigns into master

This is a first step towards simulation campaign configuration. The idea is similarly as for digi/reco to contain common configuration and preIncludes in a common campaign preInclude.

This MR also syncs CA-based config of G4 optimisations with the old one (for now preInclude only).

No output is expected to change.
