Initial configuration method for LArSCL1Maker (ATLASSIM-5469)

Output of LArSCL1Maker agrees between old and new style config after fixing FPEs seen when LArSCL1Maker is run (ATLASSIM-5483).

This MR forms part of the changes required for ATLASSIM-5469.
