TriggerJobOpts: delete unused doTriggerConfigOnly flag
Delete both the old and new doTriggerConfigOnly flag. There is no
relevant code in the repository that actually makes use of this flag. The remaining obsolete (or commented) code is also cleaned up as part of this MR.
