Draft: First attempt to write a skeleton class for ITk pixel radiation damage correction

I opened this MR since I think it is easier to talk about the code with an actual MR available. However, this is my first attempt to add a tool to athena, so it is possible what I did is very wrong.

The main idea is to prepare a skeleton class that can apply radiation damage correction to pixels for ITk. It is not clear at which step we need to apply the corrections, thus it was suggested to try to do it somewhere after the pixels that belong to a cluster are identified.

Currently, I checked that the code can be compiled, but no futher tests have been done. Is there a JO one can run for the ITk setup?
