Disable sTGC strip time offset by default

sTGC strip time offset was added to correct the shift in time response due to the resistive layer. This merge request disable this correction by default for two main reasons. First, it is unclear whether the VMM front-end would re-align the sTGC strip time response while recording the data. If it does, then the correction in the digitization is not required. Secondly, the implementation of the VMM in the digitization is out of date and doesn't work well with this correction.
