Draft: Temporarily add a version of CoralBase with race fix.

Copy CoralBase here from the CORAL repository, adding the fix for the AttributeData reference count race.

The library built here should override the one from tdaq-common/LCG and allow testing the race fix until a proper new version of CORAL can be prepared, at which time this can be removed.
